IceVPN has two offers worth understanding, and they answer different questions.
The yearly plan is a normal VPN discount. $2.99 a month billed as $35.88, shown against a $59.88 regular price. That is competitive — Surfshark and PureVPN are in the same range on their long plans — and it renews at the regular rate, so the second year is about $4.99 a month. Our price calculator prices it that way.
The lifetime plan is a different kind of purchase. $249 once, against a listed $398.40. It is cheaper than the yearly plan after about seven years at the promotional rate, or just over four at the regular one. Whether that is a bargain depends entirely on whether IceVPN exists, and is still worth using, that far out. Nobody can tell you that; the most honest framing we have seen is from the service's own Reddit community, which describes it as a crowdfunding-style bet.

Monthly at $4.99 is only for a few weeks' use. The yearly plan is the sensible purchase if you want IceVPN at all. The lifetime plan is for people who already trust Icedrive and are comfortable losing $249 if the bet fails.

The plans page lists $35.88 for the first year against a 'regular' price of $59.88, which is about $4.99 a month. Treat the higher figure as the renewal rate. If the promotion is still running when your year ends you may get the lower one again, but that is not something to plan around.
Is the IceVPN lifetime deal worth it?
It is a $249 bet that the service is still running, and still acceptable, in five to seven years — that is when it overtakes the yearly plan.
